A service like Youtube just can't be managed by a private entity without abuse.
If not straightup eminent domained by the government, a government-funded alternative should exist to force Youtube to compete. They're the only ones that can realistically fund something like that without being influenced by net losses.
This was sort of how it was before IIRC. The partners were handpicked and if you weren't part of the lucky "golden bois" you couldn't make money on your content.
