Pfft, I've listened to North Korean Jazz Funk, but Mongolian Throat-singing is a genre! Bulgarian folk-music or Balkan-music is also completely different from most of the stuff I've heard, but maybe you can say that about all folk-music around the world.

I'd say nationality is relevant when it comes to folk music since folk is invariably songs passed down from generation to generation, often encompassing the famous stories of a country and many of the musical ideas and unique instruments of the country.

Obscure or weird? Primus has their own ID3 genre tag, and it's pretty understandable. Their music is so fuckin random, but also pretty damn good.
