That pokemon episode is the one where James dresses up like a girl to win a contest, it's banned in America and probably elsewhere too. I saw Cowboy Bebop and Samurai Champloo in there, but they don't do that kind of stuff too much at all.

I don't know how you can label those as perverted episodes, and the shows have no focus on it.
There is always Sayonara Zetsubou Sensei, brilliant show that only has fanservice in it as a joke. School Rumble which is just plain comedy. Arakawa Under The Bridge which only has any form of fanservice on the end cards/images at the very end of each episode. Pani Poni Dash which is also plain comedy. Etc etc

Elfen Lied is probably the best anime series I have seen. Although i don't watch much, i can see how some is just terrible yet there is also some good stuff. (what a way to straddle the fence eh?)

Anyway I have seen a lot of anime movies and series over the years I can safely say that compared to any other major type of animation in the world Japan has the highest shit to good ratio. And it's not because of the boobs.
