It is static, but you can place it anywhere in the editor

Pretty sure they no longer sell the Personal Edition, and it is unclear if it will ever come back (I think they are moving to a new engine).

Year has nothing to do with it. Game engines are built to meet the needs of the game. Arma 3's engine wasn't built to handle giant moving boats. Battlefield's was.
I doubt back in 2011 or whenever they started working on Arma 3 did they think they would ever add a carrier.
Everyone's acting like making it pilotable is just as easy as copy/pasting the boat code and tweaking some variables
Except this isn't just a static model, it has to be able to handle jets and helicopters landing on it, people running around, everything staying on the deck, slingshot launches and cable landings, hell it could even have an interior
Getting all of that to work is enough effort, getting it all working AND allowing it to freely move around is a fucker of a task when the engine isn't designed for it

Also keep in mind this is an aircraft carrier, not a battleship. For the scale of the maps, there's practically zero scenarios where you'd [I]need[/I] to pilot the ship. The world's largest carriers have a top speed of ~50km/h and this thing is even bigger, it'd take an hour just to move it any distance that'd be of use to your fighters

Honestly, the fact there is a whole lot of ocean on every single offical map suggests to me that they intended static carriers / ships to be added at some point, even if it was done by the community.
In fact i'm suprised they've done this given the carriers on the workshop already. Not that i'm complaining mind you, i just wish they'd add propper fleet ships to go with it.
Well the mod carriers don't have access to the source code and that, while this does so the coding will be right in the game instead of being modded on top.
The official carrier is free though so I'm sure modders will be able to adapt its features to their own.
