I initially thought that the game was hacked when I first saw it.

It was hacked. The fastest you can get a car in GT3 without cheating is right around 326mph iirc. You could feasibly get faster but the tuning you need to hit anything above that takes too long to accelerate so you can never get faster even on the test track.

The reason for that ridiculous front spoiler, is the fact that's a [I]Front Wheel Driven[/I] car, so basically all-business at the front and thus requires far more grip there.
After all, majority of braking and all steering and "power delivery" happens there, so the rear wheels just need enough grip so it doesn't spin out.
And if you want to see something even more silly, then look up [I]FWD drag racers[/I].
