No Harvest happened before the event's of FUD. At the time the existence of the Covenant isn't know to the general public.
Also why didn't Cortana hit the reactivate button now!? Halo 4 might have magically started playing.

Well, I read somewhere that this show takes place in 2526, and John was born in 2511. So John at least, should be in his early teens. Guess those augmentations had a way bigger effect than I thought.

In the books, a single plasma blast to even a Spartan's unshielded armor was trouble. Even with all of that armor on, Spartan's could feel the heat of near-misses. Hell, once shields were developed, they could barely absorb more than a single plasma blast. So the heat is represented pretty well in the books.

It's boiling plasma contained within a small energy shield that disappears when it hits it's target. So basically, really fucking hot. But the titanium isn't all they wear, they have a skin tight undersuit that is very heat resistant and can sometimes deflect bullets, so it also helps counter plasma hits. But like Shovelpass said, in the books John 117 and the others talk about how they would get blisters and burns from plasma bolts washing over their shields or even missing them. A direct shot from the Hunter's fuel rod gun will kill a spartan most of the time, whether or not his/her shield is up.
