Arrested =/= prosecuted, there's a huge distinction between the two. The police in this case were probably told this guy raped the landlord, so they responded and arrested the man pending an investigation, how were they supposed to know while responding that the allegations were bullshit? The only thing that'll be surprising is if they actually go through with the charges and try him in court, and even then the charges will probably be thrown out because they're bullshit.
