What are you talking about. The fact that there're no specific laws against this kind of activity doesn't mean it's absolutely fine by the state. It's considered to be general disruption (or "hooliganism"). In case with construction cranes and various towers it's also invasion of private or state property and possibly even damage to said property. Punished by fines and jail.

people trip on a decently regular basis, heck I trip probably once or twice a year just walking on a completely flat surface. not wanting to take the chance of DEATH isn't that bizarre

Plus you have to consider that these people aren't walking on 'sidewalks', they're walking on metal poles only a few inches in width.

I always think that my body's reaction to heights is stupid. If I got sweaty palms holding onto that metal bar like I did watching this video I would slip after 3 seconds.
