Going to take a guess that there's going to be either a choice again at the start that will ask you if you chose to spare Wyatt or Fergus, or there will be a form of a save data carryover, or both.

While TNO/TOB/TNC borrows characters from the previous games they're not directly canon to the games.
The developers picked and chose stuff they liked and made their own timeline.

also i remember now that the e3 trailer for tno showed hitler doing a public speech at the capitol building in dc, which obviously would be after the events of 1946 considering they hadnt won the war yet by then.
futher confirming hes indeed still active as public figure, or atleast still was back then, and by 1960 probably got retired and went futhermore out of the splotlight etc.
