I live on the border of two counties, so I'll post both their flags
The Dorset county flag is pretty nice and local people love flying it, but it has a habit of looking like it used to be a different colour, but was sun-bleached:

Except I have no way of knowing what that flag is except by the file name, and even if I had it memorized I would never be able to recognize it from a distant flagpole.

I have no idea what my city's flag means other than the coat of arms of the family name is in the center which is cool I suppose.

There's been like 20 different pushes to make the banner the official flag, but without the text. Some actually refer to this TED talk. But therein lies the rub - flags are usually considered public domain, while the banner isn't. It's a registered copyright because [URL="http://www.rochestercitynewspaper.com/rochester/rochester-pride-on-your-hide/Content?oid=2309338"]the city actually demands royalties for using it[/URL]. They prohibit any business from using it otherwise, although people still do (and they get cease-and-desist letters).
Essentially nobody in City Hall knows anything about the official flag. The banner is used in place of the flag for everything, including next to the state and US flags, since the 60s.

5 colours too many? It can be if it's messy, but one of the best-looking, most notable flags in the world has even more:

Granted it is iconic, and I knew straight away that was the flag of South Africa, but just because it's iconic doesn't excuse its design. Same goes for the flag of California and the flag of Brazil. Both are iconic, but both are unsuitable designs.
Vexillologists, people who study flags for a living, recommend:
- only use 2 or 3 colours, each from a set of standard colours
- it needs to be simple enough that even a child can draw it from their memory
- the flag design must have meaningful symbolism
- no lettering or seals. In other words, 90% of American flags can fuck off
- be distinct from other flags
Most national flags meet all five of these, so there's so excuse for South Africa's flag

Like probably my most favourite flag is the Australian Aboriginal flag

- 2/3 colours? Check. Pretty sure the colours are from the standard colour template, too
- simple? Hell yeah. You only need to be exposed to the flag for a few seconds and you'll always remember it
- symbolism? Definitely. Black represents the aboriginal people, yellow is the sun, the giver of life, and red represents the land, which the aboriginal people have a spiritual relationship with. You can see the three elements work in harmony. The greatest symbolism perhaps is that it was created by an aboriginal person while they were, and still are, fighting for equality
- no lettering? No shit
- quite distinctive. I don't think any other flag has that particular configuration
Some people want it to be our national flag. It's a great flag, yes, but it would be stupid to have it as our national flag. It would throw the original symbolism out of the window.
See, that vexillology stuff is why I'm sad Red Peak didn't get picked for NZ's new flag.

It's clean, it's iconic, it's easier to draw than the current flag by a country mile and it's got some symbolism behind it (IIRC the white represents our mountains, the black our spirit, the red our maori heritage and the blue our british heritage).
But we still have the official Maori flag at least (and the red isn't actually as garish as it is in this pic):
