Would the addition of that safety course or training for any and all gun purchasers really reduce the flow of guns to criminal possession?

Illinois may have strong gun control laws, but states right next to it such as Missouri have ones which are very lax, allowing for guns to easily cross the border right into criminal hands.

And I think there are many other ways of reducing gun violence such as community involvement and improvement that are not utilized nearly enough and would help solve the problem faster and quicker without further restrictions of freedom. It just seems wrong to me that your everyday peaceful citizen has to bear the restrictive burden of someone else's actions.
