I think it's related to how it reflects and obsorbs the energy. The paper likely reflects basically 99% of the energy compared to the paint which vaporizes.

They have a video somewhere on their page of it taking rust off of some metal (I think off of some hinges or something), and it was decently effective. It was probably just surface rust though, so you're probably partially right, at least.

Might have something to do with how conductive the material is. Since Graphite is fairly conductive, the device works on it i guess.
Just run this on your finger and you'll have a clean white bone sticking up.
