My experience with Fallout 4 has mostly just been thinking about how great it would be if Obsidian had made it. Meanwhile the conversations are all dull, the main quest line is boring and building is really cool but very bugged with pieces that don't fit together, snap at the wrong times and can't be placed in places where I want them.
Perks are nice but 20% is a bit boring perk, and I find I have to restrict myself to keep things challenging without making them frustrating.
Reminds me of the good old Play Power Online reviews, God I miss them.

Because there's a huge modding community that understands the GameBryo engine and Bethesda needs them to fix their game since they've realized they don't have to.

skills in the bethesda fallouts were garbage and the new system actually encourages playing a role. unfortunately the new dialogue system makes this just a bit more difficult, but I found talking to npcs a lot less dull this time since I didn't have to stare at their blank, expressionless faces staring at me for 5 minutes and I didn't have to listen to the same voice actor for the 100th time, all this while were both frozen in time.
in the past bethesda fallouts you could get 100 in speech halfway through the game even with 1 charisma, which essentially made charisma useless. the last character I played in new vegas was focused on speech, sneak, and lockpicking, but by the time I was in the higher levels, I had 100 in the guns, hacking, and repair skills. that means I was a master of 6 skills (if you include my tagged skills).
in my first playthrough of fallout 4 I focused on charisma and luck. i maxed out charisma right off the bat and put my luck at 9. by being able to immediately have access to perks that allow me to pacify enemies with charisma and instantly fill my critical hit meter with one hit in vats, I was able to flesh out a play style based on my s.p.e.c.i.a.l. stats from the start. as a result, i was complete garbage at lockpicking and hacking for the entire game, which is how it should be when my character isn't focused on those skills at all.
saying bethesda removed skills is going to immediately piss off all the people dedicated to complaining about how dumbed down bethesda games are, but if you actually look at what they did, you'll find that removing skills made it better for role-playing. it's just a shame the dialogue system puts a bit of restriction on it.

I completely agree, on the actual gameplay aspects of what you're talking about. The game is so overwhelmingly better than it's predecessors, but man, Bethesda's flaws REALLY stand out here because of how everything else has improved but their writing has not. In fact, because of the limited dialog options now and the voiced MC, it stands out more than ever before.
Which is a shame, because the game is amazing and I really want to enjoy it, but it's increasingly hard to roleplay when I'm forced into super specific actions because there's literally only one right answer to any dialog tree (and all of it is boring as hell to listen to).

I've only seen a few people complaining about the new SPECIAL system (which tbh is the least of the game's problems), but there are still pretty legitimate complaints and criticisms about the game regardless
every game is going to have critics that simply yell "b-b-but, it's not like the original!", but you know you have a problems when there are consistent complaints about technical issues, writing, poor graphical fidelity, AI, other general bugs, and the weirdly implemented dialogue system.
And even though Skyrim got pretty ramped by fans on release, those criticisms were mostly about its 'dumbing down', not with Fo4 you got people complaining about a lot more than just 'dumbing down'. It's just not very inspiring to see each one of Beth's games break-even (give or take a little) in terms of quality and I don't see what's wrong with trying to get them to straighten up a little bit more.
I'd be okay with Fallout becoming the action shooter with a little bit of RPG series while TES remains a more true RPG with a little bit of action.
At the end of the day though, this is a Bethesda product. Just like Skyrim, just like FO3, just like Oblivion, etc, it's good. It's not very good but it's not bad either. It's just good. You can make it gooder with mods, but that's as far as you're gonna get.
If you're relying on mods to "make the game better" then what was the point of delaying it for 7 years?
It's a really really enjoyable game.
I've put like 40 hours into it easy since the 9th. It's a great game.
Is it perfect? No. Is it the best Fallout game? No. Is it the best Bethesda game since morrowind? I'd say so. It has a better story than Skyrim or FO3.

On the subject of story it's actually a lot better than FO3 overall. Granted it's a mixed bag and the protagonist isn't so good, but props to Bethesda for being more respectful of the lore. On top of that their own stuff about the Institute/synths is really cool and they somehow made some great characters too.
