Well it's actually a law in France where people playing music in the bus over a certain level of volume get a fine among the hundreds of euros, but it's never enforced because they quickly realized that :
- The kids who usually play music in the bus don't have the few hundred euros to pay a fine available and secured
- It would cost too much to give the competent bus authorities proper Db detection devices to determine what is and isn't too loud
- Not giving them such equipment would just lead to constant contestation of the fine because you can't fine someone based on what you think happened rather than fact
- It's a fucking retarded law and no one is willing to put up with the effort to enforce it

let the bus driver use common sense? usually here if you're too noisy you'll get told off before getting kicked off the bus at the next stop

Also the rules of debate that you learn in school aren't exactly valid in a day-to-day conversation with random people. It's valid on Mass Debate and in, you know, ACTUAL debates, but not on a regular, basic conversation.

It's not up to the bus driver to determine that, it's up to bus agents who come aboard every now and then and verify tickets. The kind of people that you see climb up your bus once in every hundred times.
The bus driver here has no authority to kick someone out if they aren't directly threatening other people's safety, either by being aggressive or by interfering with the operator's driving ability. People making noise isn't a good motive to kick them out of a bus.
