Well, to be fair, it is PUBLIC transportation, which pretty much makes it public property on wheels to my knowledge. As long as there's no damage to said public property, no violence and no illegal substance consumption, I'm pretty sure that anything goes legally-speaking.
Besides, in this kind of situation, the house rules also come into play, as in what's tolerated by the establishment owner and what isn't. In this case, if it was a private bus line, the owner and anyone he/she designates as a rule-enforcer could say "no singing" and boot anyone off who does. However, if it's a public transport, and not a private business, then standard public conduct rules would likely be enforced instead (no physical assault, no illegal substances, etc.). I'm pretty sure getting a crowd to join into a series of jokes isn't illegal, unless it turns violent, hate-crime-esque, or otherwise illegal.
As long as no one is breaking any laws then, to my knowledge public transport conduct falls into crowd rules, i.e. majority rule. If someone cracks possibly-offensive jokes and everyone but you likes them, you're in the wrong, and you won't really be able to do a thing about it except get off the bus or join in. Likewise, if the same person cracks jokes and everyone dislikes them, he'll likely be stopped since the majority disagrees with him and wants him to shut up.
Basically, unless it's a bus line run by a private company with rules that the drivers enforce, everything short of violence and other blatantly illegal things falls under the crowd opinion rather than law. Everyone's having a good time laughing and singing, excepting you personally or a couple others? You have 3 options; get off, join in, or tolerate it. It's a wild place run only by the people and the most basic of public conduct laws, so you're really at the mercy of your fellow passengers and those basic laws in terms of what events are going on during the ride.
Short version: Unless it's a private bus line with specific rules, you can't really do shit about most of the passengers singing, joking or otherwise partying on the bus, unless it's blatantly illegal. It's a good part of why you hear so many strange stories about bus rides, especially ones on school buses. It's a swirling miasma of crowd-fueled chaos on wheels, and your only options are to either deal with it, join in the fun, or get off the bus. It neither justifies nor demonizes what these people are doing, but it does explain how and why they can do it.

In the army when we got to go home on fridays, we went on these 9 hour bus trips to our home towns.
This was more or less the exact atmosphere, except only with 40 army men drunk as hell.
