Not exactly. He's not excusing the perpetrator in any way. 100% of the blame is on him. That being said, there are ways to decrease your chances of becoming a victim. Being aware of your surroundings is one of them.

that attitude is a bit arrogant. At my university there are signs all over warning you about walking alone at night, and they are there for a reason. Its good advice to avoid risks that return little benefit, aka people have the whole morning and evening to play pokemon go, but they choose to play in the middle of the night when its the least safest.
Imagine somebody told you "I shouldn't have to wear a seat belt on the road because its 2016 n everybody behind the wheel should be a good driver/have a licence/passed the test". Now the next day they get badly fucked up, I'm not victim blaming if I said to them, "maybe you should have worn a seat-belt". Even if that's what you consider victim blaming, big deal that doesn't change the fact that there were extra measures that could have been taken to minimize damage, and there is something to be learned from this.

Saying someone deserved it is always stupid, but saying you should be able to walk around blind folded with gold is almost as stupid.

hes not with the fucking mafia, it was a random attack. he was out looking for shit to jack, he saw some guy with 2 phones out for a stroll in the middle of the night. he deleted the data from the phones instantly because he really does not care whats on the phones. hes resetting them so he can pawn them off asap, what was on the phones is irrelevant.

really lucky the camera landed the way it did, even if the quality isn't fantastic it's still a pretty clear shot of the mugger and quite a bit of footage to work with.

when you are mugging someone and taking their phone, you're doing it [I]to get the phone[/I]. you're not there for the data, you want the hardware so you can sell it for easy money
if you've successfully mugged multiple people of their phones, you quickly learn your way around them so you can clean them as soon as possible while you're making your getaway
plus that also eliminates any potential GPS tracking that could bite you in the ass at a later date
