Mt Chiliad is not in the game as that was in the San Fierrro section of the game. GTA V takes place in a rather large Los Santos and a few surrounding areas.
They stated on the main site that it's specifically going to be in Los Santos. If this IS genuine alpha footage then obviously it's prior to scrapping the other areas.

That just means those areas are included; they didn't say they scrapped the rest of the area. Plus the fact that they say "in the largest and most ambitious game Rockstar has yet created." suggests the opposite.
