It's called Frame Interpolation. It's a technique used in some modern video editing software to artificially give a video a higher framerate.
At this point I think people have put more effort into these videos than the original Simpsons cast did in the actual scene.

The funniest thing is this joke has been going on for years now and only just took off again recently, the episode it's from is just two weeks shy of being 22 years old. There's references to it in old TF2 maps from 10 years ago, for some reason the video remixes took off near the start of this year.
