Yeah if someone went overly physical I'd probably stop them but if someone literally does nothing else but pull an annoying cunt's hair to force them to cut their shit out I wouldn't bother.
People may react violently to harassment (getting farted over several times in a row is harassment) but that doesn't mean they're immature, apes or willing to actually hurt people any further.

The fact that they are willing to hurt people at all as a response to non-violent harassment is an issue. I think that there's better ways to deal with it.
