I like the sample(s), but other than that the cuts are distracting and I don't find Kayne to be that good of a vocalist at all.
I feel like there could have been way more to make this a good piece, it has a solid foundation with those samples.
Kanye performed the song a few months ago on Jimmy Fallon with Charlie Wilson and The Roots, and it doesn't use the "Bound" sample. I actually prefer it over the studio version.

I think you'd be hard pressed to successfully argue lyrics dont matter. Especially in rap.
Artists like Daft Punk use vocals as a form of instrumentation in themselves, they just aren't comparable. (that said I find around the world fucking annoying)

I don't really like the lack of percussion beyond the barely audible stuff in the sample in the background, or the talking(?) in the beginning of the sample that just makes it kind of a noisy mess in my ears. It's really weird and choppy too.

It's not as simple as that, you can't just point at electronic music with a voice loop and say "look this song's lyrics are simple so lyrics do not matter".
