I shouldn't have to rush like a retard to get a game in its entirety just because the publishers have decided to cut some parts out and basically use it as a bargain chip - "either buy the game now before it's even out or pay extra for it two months after release" is not a strategy you can legitimately defend.

Actually, if you go to your Account Transactions page, there should be a button under the Pre-order entry to Refund. It used to be that you needed to submit a support ticket but they changed it back in January.

Not that I'm agreeing with the guy, I don't think you should pre-order unless you absolutely plan to buy a game no matter what the reception is anyway, but why are you so certain this particular piece of DLC was a part of the game that was cut out?
imo preorders should only be used just in case the game might be out of stock. There shouldn't have to be extra content because you decided to give your money to the developers early. It's a garbage practice and it shouldn't exist because you're basically relying on usually corrupt game journalism and e3 demos that only show the good things about the game which may or may not look like the final product. It's not like you can return the game. Most online and store retailers don't have a return policy on games you've played.

It's a full blown mission. They've put enough effort into this to actually bother getting the actors to play their role in the mission. It's finished in time to be available at the time of release as a preorder bonus.
It was either cut out of the game or it was always intended as a preorder bonus, eitherway it's bullshit because that amount of content should not be separated from the base title just to secure more purchases in case the game turns out shit and people want out.
Preorder bonuses should be limited to cosmetic stuff and games given for free. See how you got Civ V when preordering XCOM and how you got XCOM for preordering Bioshock Infinite.

As I mentioned after, it doesn't matter if the content was "cut" or simply designed to be sold separately, if it was completed before the game was released then put it in the base game, if it needs an extra week to be put in the game then take that extra week. Post-release patches and content releases exist.
The entire strategy revolves around forcing the customer to buy stuff blindly or with as little actual information as possible. It's a scumbag tactic and it needs to go die, set in place by the corporate execs at publishers who just want to milk a franchise without actually giving a shit or even knowing what the consumers like or are ready to pay for. See how A4 Games was essentially forced to add a preorder bonus in their game and solved the issue by cutting Ranger mode out of the game.
