Because you can also use flamethrowers for other things than burning people horribly. Clearing landing zones for example, clearing terrain for fields of fire, and just setting shit on fire in general.

US Army has flamethrowers kept in stockpiles also, no reason to not have then in case you need them from random situations, like this one. Flamethrowers can be tools in addition to killing machines.

Wasps may seem to most of FP like the grim reaper with wings and a taxi paintjob, I would agree to that mostly, but we do need them. They pollinate plants that bees do not. Also, with a decline in the bee population, we are going to need them even more.
