There are plenty of other RPG systems more complicated than GURPs that they could have used, but they didn't.
There is so much stuff in Fallout 4!
IMO modders will just replace the perk screen with a simple list

honestly i don't know if it's just me but i don't really like the new skills menu it's really cluttered and busy, I like clean and organized - I get what they're going for and it makes sense, but it's really messy and doesn't look fun to navigate unless you've memorized what perks go where
Never doubt the skills of dedicated modders. They can do stuff close to the same level as Devs. So for people worried about no perk mods. I wouldn't be worried. [I]They will find a way. It's what these people do for funzies[/I]

There's also likely gonna be a confirmation screen before you leave the vault for good measure.
I seriously cant comprehend how anyone can defend the fucking skill system from Fallout 3 or NV. It didnt change jack shit unless you hit 25, or 50, or 75, or 100. I dont really care if it 'technically' put it into some equation, i never noticed, it never had any real impact on the gameplay, it just made upgrading tedious as hell, especially if you just barely miss one of those milestones by a single point, or two points. This is easier, its simpler, it doesnt try to pretend that my 3D First Person Shooter video game running on a high end console or PC released in the year of Two-Thousand and Fifteen is actually a table top paper-based role playing game, because thats not what it is. I leveled up? Good. I want to get better at something. Okay, it lets me upgrade my thing. Fine, no hastle. I dont want to do resource allocation on whether or not my guy can pick a fucking lock based on whether or not his skill level is 49 or 50.
I just used my brain and figured out how this system works. I love it and am hyped for it.

Wait, what? There's no level cap? Does each level require the same amount of XP I hope?
Level based gameplay has been bringing Bethesda games down and still is I bet. Like the "chance to pacify an enemy lower than your level"? Enemy levels scale so that this type of thing is useless against anything challenging. In Skyrim and Oblivion mind control spells were not viable for this reason.

I really like that Charisma itself is the speech skill now. In previous games (or at least in FNV) charisma was always sort of underpowered, everyone would always drop charisma down to 1, and use that huge SPECIAL boost to become massively buffed in other areas, because it didn't really have any noticeable consequences at all. You could easily get 100 in speech skill anyway so there was no reason not to have it. Now you can't do that, so keeping a really low Charisma means you can't get by in speech, which is great. Hopefully it genuinely is difficult to convince anyone of anything with a low charisma stat, because y'know, if you aren't good at something you should actually suck at it.
You will also get shit prices when you barter, and a scrounger like myself can't stand bad prices. [editline]28th September 2015[/editline] I usually roll with high stealth, high speech and high barter, so I just avoid fights until I can buy a nice sniper rifle and kill people form a distance.
