While true in some aspects, some publishers do have a say in the direction a game is developed. A publisher can tell you to change massive parts of your game because they don't think they would appeal to a "modern" audience, and not going by their word basically means you're giving up potential financial support.
However, Deep Silver seems to be the complete opposite of this so far. They let developers do what they want and only really seem to help with marketing and funding. This is a great boon for skilled developers (4A, Volition), but for inexperienced developers that need more direction and support (Eutechnyx, devs who made Ride to Hell), it essentially becomes a nightmare. You have to put out a game at some point, even if it is a complete mess.
Publishers are a good and bad thing in the games industry. It mostly just depends on what publisher you go with.
and to be frank, Deep Silver are a relatively good small-time publisher compared to some other out there, some of the Japanese publishers you'd think IntiCreates and Comcept could've dealt with are just out and out trash nowadays. and it says something when Inafune's attempts to crowdfund Red Ash failed but got the game taken up for publishing by a chinese mobile phone game company.

It started as a DLC but then just became its own game.
And then SRIV got DLC making light that it started as DLC.
SRIV was going to be an expansion pack.

I have hundreds of hours in SR3, having 90% of IV being the same game copy pasted but just with powers was extremely disappointing, it was originally a dlc for 3 which is exactly what it felt like even as a fully released sequel
The only good parts of IV were the places where they actually bothered to make new assets, like the white house and simulation missions

Saints Row 4 is a good game to get during a sale IMO. The story is fun (though if you weren't a fan of how SR3 went by the end you won't like 4), and some of the stuff is really cool. There are quite a few 'DLC missions' in it though, like short, weird missions where nothing really happens.
If you like the wackier side of SR3, or you like super hero games like Infamous or Prototype then you'll probably enjoy SR4. Though I definitely say wait for the summer sales.
I didn't really care for the story which is a shame, and the Steelport map is still just kind of boring imo, but the movement powers were really fun to fuck around with. Prototype still did it better, but unlike Prototype SR4 has coop.
Just who is Vernon supposed to be anyway? it's certainly not the character that shows up on the screen

for the price it's asking for, it ain't bad. had a lot of love put into it and it shows, though personally I thought it got repetitive after a while, and the story's nothing to bark at. but it's worth a try, I think.

I think it really helped that I played IV before 3, because I had a blast with it. The powers eventually got repetitive after several hours, but I at least didn't feel like I was retreading old ground in Steelport like it sounds like a lot of people did.

Is it bad that despite being at the very beginning of the game's development from three years ago, this engine evaluation test looks better than the final product? Even despite the stock UE3 explosion effects and the lack of any real stylized factors outside of model work.
I hope some sort of postmortem gets published because I'm just genuine curious what the fuck happened during development.
The "for all platforms" thing is their kickstarter campaign's fault, really, like why would you force yourself onto QA hell by making the game for all sorts of dated and portable consoles.
I backed the all digital tier, got to play the beta, followed the development here and there, didn't quite regret it.
Ever since their collab with Deep Silver, things just... go wrong in all directions.

In that case they should have just scraped multiplayer, I'd much whether have the old visuals + some rushed scoreboard or nothing than the new visuals + multiplayer.
