Because it'd require:
- Years of time and effort for presumably no monetary reward.
- Concept artists, texture artists, modelers willing to work for free
- Programmers wiling to work for free.
- Professional Voice Actors willing to work for free
- A Musician willing to work for free.
- Animators willing to work for free.
Creating a level pack with custom resources in the Build Engine is a hell of a lot easier than creating a whole new game, or even full expansion with additional content other than some textures/models/levels, with Source.
I mean shit, one engine in its original form isnt even technically 3D.

People pretty much make brand new games using the Doom Engine as a hobby nowadays.
Like that Ancient Aliens .WAD from a few months back.
And while more advanced, the Build Engine is still really only a stepping stone above that with pretty much the same kind of shit going on, im not as informed about the DN3D mapping community but i heard while its not as big as Dooms still is, its still pretty big.
I mean shit, even 3D Realms is making a new game with the build engine, and they're doing it pretty much as a gimmick. A gimmick likely to be better than the product its a gimmick for, but still.
It definitely would not be an easy undertaking at all. But maybe it could end up being one of those once in a lifetime collaborations that actually did it.

Black Mesa is on steam because Valve allowed it to after it was already near completion, and they get a cut of the profit since its their platform and IP.
Kickstarting would give all the money to the developer, none to Valve, which is a no go for a variety of reasons. It'd get them a DMCA Take Down notice at best.

That is sort of what I was going to say myself. Why can't some kind of a rich as fuck half life fan just fund it? That would be awfully nice. I'm sure there are atleast 5 extremely rich dudes who like half life who wouldn't even notice funding the whole project financially.

To be fair, by the time they'd be halfway done with it, the real HL3 would already be out, so whats the point.

To avoid the potential apocalyptic situation that HL3 is actually never coming out, a worry that is not entirely unwarranted. And to also have a troll moment where the mod is actually better than the official HL3 I guess, or nearly as good but with significantly worse graphics. Another cool reason would be to see two completely different interpretations of the same storyline like a parallel universe.

Well, after reading through that, I have to ask: how is this complete evidence that Pelpix is a pathological liar? It looks like to me that Pelpix only ever really lied to Daniel, especially with him admitting it as so, and while her claims of "acting crazy" to get him to going away are... dubious, people do weird shit when they're emotionally distressed so I wouldn't be surprised if that actually happened. It appears to be a deeply convoluted clusterfuck in which nothing is fully certain, however a user pointed out that none of this is supposed to be public, which is technically a crucial point.
If either party truly cared about any of that drama, they would have most likely kept it to themselves, the fact that both of them extensively displayed it in public either seems to indicate exploitation and or forgery from both ends.
There is a possibility that none of it ever happened in general and that they are both trolls, or that none of it happened in general and they skillfully crafted completely nonexistent drama to one up each other over the portal 2 beta. which seems feasible.
It seems considerably more sane for two people to skillfully craft stories over game files than to believe that any of that insane bullshit actually happened over them.
Plus why would Pelpix supposedly freak out over a completely obvious fake cut?

By the point that people managed to get together a skilled team, capable of making a game that is on par with Half Life 2, and enough funding to produce it, it'd be a much better idea for that team to just create an original IP instead of a continuation of someone else's franchise.
Black Mesa is probably going to be the "once in a lifetime" modding project that the Half Life community gets of that scale.

In that scenario it would be kind of nice to get a "spiritually inspired by HL2" sort of IP, because HL2 seems to be the only game that captures the unique "gloomy morning" atmosphere. When I think of HL2 I think of the freshness that you get right after a rain passes, I think of a chill autumn breeze.
