He is replying to someone who said he has downs syndrome, a genetic disorder known for causing a deformed eye shape, in this blurry picture, because of Asians having a different eye shape than other races, along with him looking slightly cross eyed because he is looking at the camera so close, may cause one to think that, but TH89 is saying that is not the case.
