Graphics are irrelevant project zomboid is just fine as is bastion which are also indie titles, it's not like i played postal for graphics it's all the silly business and goofy gameplay. Could you even imagine how postal 2 would be if it was running on cry engine, it would strange as fuck.

It's not laziness at all. People want more Postal 2, people are getting more Postal 2. RWS are giving people what they want.
Using all them new graphics would become costly and it would be hard to recreate something that feels and looks like it is related at all to Postal 2, I mean all new Doom games for example doesn't live up to the older ones and they feel like whole different game, only thing that they share is name.
Also it is a dlc and also it is aimed for Postal 2 fans and what would Postal 2 fans want more than Postal 2 itself?

This really screams the truth. So many developers just try to pander to everyone but that never, ever works. They will always get shit on by someone, no matter how hard they try to please them. This usually just causes problems during the development cycle anyway, developers stretch themselves too thin over a large amount of features, so none of them really stand out as amazing.
IMO aside from the big cash cows like COD and Battlefield (Which are already losing popularity and public interest) games that offer way more to their niche community like Dark Souls, Super Meat Boy, Arma, and Killing Floor are almost universally acclaimed as outstanding titles.
Graphics whores are also the worst kinds of people too, side rant branching to side rant here. Unless the graphical fidelity of the game objectively subtracts play value then you really cannot beat down a game solely because of how it looks. Case in point: Watch_Dogs. All anyone did was shit on it for how it looked and how it was nothing like the trailers, but I'd say only 20% of the people complaining actually talked about the important stuff like the boring gunplay, ridiculous story, frustrating combat, and other gameplay features that failed to deliver.

The graphics in Postal 2 remind's me on the graphics found on PS2 games and that alone is what makes me love the game

Gonna be paid which is why they changed the name from Postal 2 Complete to Postal 2 on steam
tbh p2 is cool but the shooting mechanics feel downright awful to me. the level design and everything else is pretty cool, but what makes up the bulk of the game just doesn't feel fluid or fun. p2 could really use an update to its shooting and keeping everything else the same
For weird feeling shooting I would mostly blame the default FOV.
