For those not in the know (which apparently includes Joel, for I never finished the above stream), the backer faced major backlash from the community and asked Toby to hide it as well as he did. I feel sorry (heh) for the guy, he didn't mean any trouble.
I don't really understand what did Joel do wrong when talking about that character.

Combine that with it being a [I]furry[/I] oc, and people reacted as the internet usually does. It was blown out to stupid proportions which led to the creator having Toby hide it more than the other fanmonsters (which include Glyde (hidden snowdin enemy) and Muffet)

you can set twitch to email you when streamers you're following go live, and manage which ones you care to actually see using email filters, and simply see the notification on your phone
twitch used to always be horrendously late in emailing, but it's been good for the last many months

There's a Twitch app for iOS that I use and it works great, not sure about other OS.
