I hope you're joking. Because Clarkson always complaints that this stuff is spoiled by people who imagine everything is staged, scripted and pre-ordained. He has said SEVERAL times that the only thing pre-ordained is the route and, obviously, the challenges booked for them.

So the idea is that one guy in a car will race two guys who are just running. It's interesting because while the guy in the car has an advantage of speed, the runners have the advantage of not having to stick to the roads.
Oh wait, actually it's not interesting at all because they're not even having a real race. And that should be obvious. All they did was pick some good spots to do parkour randomly around the city and filmed them, they likely were not heading to the building at all in most of the shots you see. Then at a different time they put cameras in the guys car and he drove from one place to another while talking about the car and saying scripted bits to make it seems like a real race.
And since the race is fake, all you're left with is shitty shots of two guys doing parkour(nothing special) and one guy driving around without purpose talking about the car he's in(boring)
The whole bit is just an excuse to show parkour and try to attract that crowd and show something different from what they usually do.
