I was bullied at school, and this is exactly how it started, some dickhead thinking he rules the world and can do whatever he wants to anyone that he wants. All it takes is letting him get away with it once and it snowballs from there.
The dude needed to be put back into reality and he was. Of course it doesn't change anything, he still got slapped by a pizza, the pizza guy is probably still a dick, but that sure put him back into his place.

You can go on about bringing in police to deal with it but an argument could be made that a punch is better for both parties. Why spend all the effort of pressing charges, and ruining someone's life with a criminal record if a well deserved whack to the head will teach him the lesson for 100 times less time and effort.
