Also, the only evidence a policeman really needs is witnessing it happen, as running a red light just gets you a citation.

Why do people always have to be such douchebags when the cyclist broke the law by going through a red light. The policeman is just doing his damned job, he's not doing this to ruin your day. If the policeman sees someone breaking the law he has to step up to it, that's what he gets paid for. Not to mention it's incredibly annoying as a car driver to stop because a cyclist drives through a red light, if I see a policeman fine that cyclist, it makes me feel good justice is served.
