I agree. Cyclists are so annoying, and I've only realized that now I've started driving. I know it's probably illegal, but I wish they'd use the pavement in some cases...

He should of just arrested the biker, yeah the bobby didn't have clue what to do, but at the end of the day he ran a red light, he resisted arrest (even if it looked like he was trying to get the camera the bobby could just say he was trying to apprehend him) and he was failing to provide any details of his identity which ultimately made he refuse a fine.

He could have said the man on the bike was refusing a ticket, which I belieave is illegal in england im not sure.

Did you even watch the video? He wasn't refusing to take the ticket, he refused to take it at that moment, and getting it mailed to him, really fucking common.
Cyclist was well within his right......even if it did seem like he was being a dick because he knew the copper was beat, basically Cop didn't have a clue what he was on about and just didn't like someone playing him at his own game.

Except he didn't resist arrest because he wasn't fucking being arrested, there were no grounds at any point to arrest him, and if he arrested him without grounds he'd be in major shit.
And he has to say that he's arresting you before he can say you "resisted arrest", him trying knock out the camera was plain assault.

No he wasn't well within his rights...
He was being issued a ticket. It is the cyclists obligation to take the ticket, and answer the cops questions truthfully.
He did not fulfill either obligation.
If he wanted to dispute the ticket, it is done through the courts, not at the scene.
The cop does need to touch up on his laws though.

Not really. He was probably being arrested at that point. Making an arrest or attempting to is a lawful excuse for assault.

It is illegal to use the pavement, but the police don't really care unless you are going stupidly fast or are going through a big crowd.

you are obliged to take the ticket, in the same manner you are obliged to take court summons
you are obliged to answer the questions truthfully - i can't believe you'd even try and dispute that.
you are obliged to pay the fine, or challenge the fine in court. if you do so at the scene, the officier may decide to arrest you for civil disobedience. you can challenge it to a certain degree, but you are required to take it if he gives it to you.
and you are obliged to take the ticket. if you have committed a crime, and it is being written up, you are obliged to take the ticket. seeing as how he didn't give enough information to post the ticket (if he refused to take it on the spot), the officer would've been able to arrest him for not taking it, not answering his questions truthfully, and probably for being a douchebag (civil disobedience)

It still is considered refusing a ticket, I dont belieave you have the right to decide where and when the ticket is issued.

Because there is a possibility of an accident. There are many pointless laws, but this isn't one of them.
Cops are important and everything, without them we would be living in a pretty shitty world. Cops have power, and commonly when people get power they can become abusing dickheads. However this cop was just doing his job, while the infraction was very small it still is important to stop people so that they can learn from their mistakes. The cop was being sort of a formal douche, I feel if he just said something on the lines of "come on man, don't be a smartass and just accept the ticket" he might of gotten this guy to accept responsibility.
