Volskaya got her tech from Omnics, to build mechs so that Russia can fuck up Omnics, and evil mercs Widowmaker and Reaper were called by whoever to I guess stop her from doing so, despite Widowmaker killing an important Omnic in her trailer...
Am I missing something?

To play devil's advocate, the boop has context. In the scene where she's with Volskaya, you see a photo of her and her daughter, and she's "booping" her on the nose. Sombra's boop was more a threat implying she's been monitoring not only her, but her daughter, and has been for some time.

Talon is trying to ignite the second Omnic Crisis to blow up by eliminating anyone that could disolve this conflict by any means.
They presumably didn't know about Volskaya's owner being involved with the Omnics (but Sombra did).

Because Volskaya's death would be blamed on Omnic terrorists. And Omnics presumably give her tech precisely to make sure another Omnic Crisis does not happen.

Mechs=/=robots
If Volskaya has better tech then Russia steamrolls the agressive omnics or atleast stops them from spreading. Talon probably wants the conflict to last longer and spread further.
