In my experience it's fine if you're careful, but if you're gonna touch circuits and shit you should really be wearing some sort of grounding bracelet/shoes.

Not really, you need to make sure that you and whatever you're about to touch has the same potential.
That's, for example, what anti-static bags are about. Within them you'll find a net of a conductive material with a fairly high resistance, to slowly level out the potentials without causing any harm to the more sensitive components.

Oils are not conductive bro. Also if he's already touched the PCI plate on the card then it would be grounded.
