I am pretty sure it's an ages old video of paratroopers (some soldiers are wearing paratrooper blue and white striped shirts). The soldiers look very young and many look quite weak for spetznaz.
I call bullshit on them being special forces, I think this doesn't exist anymore (not in that cruelty alteast) because after it became too much of a problem there was a huge crackdown on hazing.
