In reality, there is incentive for ISPs to abuse or restrict access by throttling competing platforms, however, the damage that could cause their client-base is there to disincentivise that behavior. Though, this is the go-to "market will level things out" rhetoric, which has failed consumers many times in the past, and in some instances, by the same companies that are set to gain more power from this repeal.

ISPs already have plenty of shit PR. I've met a lot of people that have their own stories about getting fucked with by Time Warner's famous customer service trying their best to prevent you from canceling service and arguing with them over cryptic fees getting tacked on. When you have a regional monopoly the only limit is their pocketbook, not their tolerance for you.
