If the cops see an NPC do something wrong they'll chase and arrest them. Like if you start a fight and you get the NPC to hit you when a cop is looking that person will get arrested. I think that was shown before the game was even released.

The whole point of the video is to show that he's going to a job interview, but ends up being interrupted by the cops.
