No, he doesn't. PTSD doesn't cause people to magically turn into asswipes. If you also read, that is what his friends were saying rather than a qualified doctor.
It's just (sadly) being used only a scapegoat so the asswipe can get away with doing what he did and for people to not think as bad on him. AKA, it's just an excuse, and an insult to people who actually suffer from PTSD and why that condition gets as much bad perception as depression does by the public.

No, the chill driver didn't rear end the guy purposely, the raging lunatic kept slamming on his breaks causing a rear end collision.
Looks like it was a standard accidental rear end, but the driver was too scared to get out to exchange info because of the aggressive guy.
So he filmed the event, to prove this guy wouldn't let him give him his insurance details.

That wouldn't hold up in court though, you're supposed to be at such a distance that if the driver in front was to emergency brake you wouldn't hit them

PS. If you pull in front of someone and purposely slam on your brakes, making them to collide with you is a crime and could be considered insurance fraud
