Breen saw an opportunity to save humanity from the Combine simply slaughtering them outright and he decided to take it. Over the years it's plainly obvious that his ideals started to change. At the end of HL2 when you are cornering Breen at the top of the tower it's obvious he's only interested in saving himself. I feel that if he were more interested in helping humanity he would have taken the time to have a nice chat with Gordon, instead of the disconnected speeches we got going throughout the Citadel. Breen is overall self-absorbed. His first thought isn't to try and stop Gordon. Rather, it is to escape and leave City 17 to go into critical meltdown.
