Well yeah but if you put it that way, Then you might aswell question the motivation of building a skyscraper in the first place.

Skyscrapers are build to save space in the horizontal, if every building had only 2 or 3 floors it would have to be huge to make up for all the space that could have been saved by building upward.

I think they would have to have something where the first floor does not spin or you go below ground and go up the central column, as to wiring and plumbing, run it all up the center, it would have to be very thick to have anything that could handle all that weight so there would probably be room for the wiring and plumbing.
OR
The wiring could just be done by solar panels on each floor.

Have you been in a rotating restaurant before? They have a section of floor that doesn't move. A central column with its own stationary floors would be where the elevator doors were. To find your room, wait for it to spin round. :v:
