fun fact to shed some light on babies and pain (looking less at OP and more Satanssin's rabid advocating of taking your foreskin back)
up until only a few decades ago it was common practice to operate on infants without anesthesia because it was believed they couldn't feel pain. It wasn't until some studies were done in 1992 regarding [i]open heart surgery on infants[/i] that proved they have [slightly] less chance of dying if anesthesia is administered.
This however is still in the event of the need for emergency operation and the chance of death was high anyways.
as for OP, This is obviously a bit older than an infant and likely feels it. To what extent I really can't say, but you can't say that the reaction isn't at least partially a boost from fear. I mean, I've seen kids scream harder for their first haircuts.

Tattoos are already semi-taboo to many because of their mostly permanent nature. Most who get them spend a long time choosing which one to get and where. This poor child didn't get any of those choices, and is now stuck with it for a long time.

I had to no idea this was done in a positive light. (I would be be balling trying to calm my kid down if I were a mom in this situation)
On another note I talked to someone who grew up in mexico and kids got gang tattoos as early as 11 or 12 years old. Also arrange marriages for protection, my friends dad wanted to marry her off around such an age.

Actually, here in Israel, 5 years ago, a girl's grandfather put her in a bag and dumped her in the lake.
Her name was Rose Pizem, it was pretty sad. Both him and her mother were punished, it was apparently planned by both of them.
