I don't know much, but I do know that black people being black kind of makes saying the N word a little dull and useless, and a white person saying it is a little racist and can tend to be 'hateful', not only that, ignorant.
Not that black people should say it, but they're black, so yes, they are allowed, because its kind of their own damn race. its the same thing as a white guy making white jokes, just for the fun/hell of it.
