I'm pretty sure he stuck his arm out not just to keep the gun from being raised, but to distract the robber. Clearly the robber was so focused on the hand being put out that he didn't even see the clerk reaching for his own weapon. Perfectly executed misdirection.
But he can still shoot the arm
