Kickstart? It never left. There are typically 20 full-pop servers for RO2 and another 20 for RS anytime except for mid-day weekdays.

I have never been ingame with a lower playercount than 1000 and I have never experienced there not being at least 3 relevant servers that has been filled or close to filled in my approx. 200hrs of RO2 playtime.
If I can find filled servers at any time I wish to play then the game is not dead.

I've found I can only play in mid day and evening, every other time of day all the servers with a decent ping are empty.

I play RO2 often, theres a few servers in my favorites list that are always filled to capacity, 64/64. Decent ping too, when you can get in it's pretty fun. That includes RS campaign servers too.
I want more Red Orchestra games in different wars and settings, like this. I really like RO2 and Rising Storm but I just want more of that kinda gameplay in other settings.

Gotta find the right people to play with, and I mean like a whole server full of like minds. That glorious moment when your attacking team the Japanese is nearly out of tickets and only has enough for one more banzai charge and you have one objective left to take and there are people just telling people over the mic not to move, stay back and wait for a Naval barrage to wipe out the entrenched airfield, yep the last point was the Airfield of the map Guadalcanal. We'll be running over open ground but as the Naval was called in, the SLs tosses their smoke and as the bombs hit, we all started charging. Mid charge all tickets were out but we managed to push them out and cap with our tickets zero and theirs still well over 100.
That is so rare though, the game doesn't encourage teamwork within the squads and the commanders only job is to call in recon or artillery and force respawn.
Yeah you do usually get 1-5 people in each team using microphones but that's not enough really. There needs to be UI and interface designs that encourage working as a team and more strategic options for squad leaders and commanders so that communicating and employing strategies becomes an integrated part of the game not something that you do over a microphone when only like 10% of ppl use microphones anyway.
There is a fairly bad issue with RS/RO2 teamwork, it can be abysmal at times.
But when it's good, oh it is [I]good.[/I] It's usually campaign servers that have teamwork going.

Teamplay was one of the things I really missed from the original Red Orchestra and the Darkest Hour mod.
The only thing i miss is the old numbered voice menu.

Real big deterrent from teamwork is the lack of a useful VOIP system. Team-wide VOIP is pretty useless given the scale of the maps. Would really need 3d directional VOIP, so people next to each other can actually talk to each other, without talking over the entire team.
I always try to jump in the commander slots because I actually use a mic, and try my best to direct attacks based on the recon and artillery I call in. Thankfully, a lot of pubs are receptive to someone stepping up and directing teams. Just need someone vocal to control the situation. I've had a number of times where objectives have been an absolute slog because both teams are bashing heads and chokepointing, only for me to direct the team to the completely undefended objective on the other side of the map and rolling through without any issues.
So definitely, 3d directional VOIP, with global team broadcasting for the commander, and VOIP from squad leaders to the commanders, would be an ideal system, I think.
Also make it more obvious who are your squad mates and who are not and give squads a reason to work together other than being able to spawn on squad leader.

There's a lot of times that people just have no clue who's in their squad and don't take the effort to find out. It's a major pain in the ass because then it's like "Hey JimBob, stay behind the objective and mark for arty", and then JimBob's squad mates are pissed off that he's not ~a mobile spawn point in the right place~
I was/am a huge fan of RO2 and RS
