Most likely will have Tomb Kings and Araby as faction DLC for Warhammer 2, with Warhammer 3 getting Chaos Dwarves, Daemons and Ogre Kingdoms - not sure what as the fourth faction, maybe Nippon or Cathay? There was also talk of Warhammer 3 focusing on the four Chaos Gods, but that was a leak that was partially debunked since.
it's right at the bottom of the page https://www.totalwar.com/blog/early-adopter-post-launch/
"We called these big DLCs ‘Campaign Packs’ in the past, with Call of the Beastmen and Realm of the Wood Elves, but we’re heard the feedback that players would prefer larger rosters instead of the mini campaigns that came with these." Very nice to hear.
Considering both ratling guns and warplock jezzails are missing (and everyone has noticed this), I wouldn't be surprised if we got Clan Skryre in one of the first DLCs adding in those units (they're already on the WH2 map, but not playable).
Which is such a fucking disappointment because those are arguably the most fun Skaven things other than firing at your own troops and being a huge coward.

Game 3 is a weird one to discuss. Chaos demons have four factions within them, so what is CA going to do with that? A faction for every different god? Have one specific god alligned faction, adding further gods with dlc?
Tomb Kings, Ogre Kingdoms, Chaos Demons, and Chaos Dwarves.
Depending on how creative CA is feeling they could do a take on some of the eastern nations or the Hobgoblin empire.
