It really can't get more complicated then that, And yes you said he was 'trying to shoot at the tires'. No I doubt it, I bet he was aiming at the center of the SUV and one of the bullets hit a tire.
It's funny because in other police shooting videos where the police actually kill the subject, everyone goes all "oh he should have shot for the legs to incapacitate him or whatever".
Is the cop trying to kill the subject then as well?

Listen I'm not defending the cop, he's a total idiot, but I still think cops will sometimes shoot without the intention to kill.

When they are either in very specific situations or when they are very stupid, yes.
Apparently shooting out tires is a fairly usual procedure. (Based on a little searching around)
In this case though, it was totally idiotic.

You know, if cops were allowed to do whatever they want and shoot or imprison people indefinitely without cause, the crime rate would drop even more dramatically.
