Sure, but if you really wanted to fight crimes outside of the Police, as a kind of a vigilante, you better not wear a costume but a bullet proof vest and a mac10 instead, add in a silencer and you are all set!
Though in all seriousness it would be very dangerous, and you'd be deemed a criminal too so you better not get caught fighting crime.

I'm pretty sure he's expecting some people to stand up to him. It's not like a costume is very threatening. But for the news to act like this is some HUGE problem is a bit absurd.
He doesn't want to pull people over for going a bit over the speed limit, he just wants to try and keep order on the streets. It's admirable, just doesn't work out very well.

Nobody is really serious about that if they wear a colorful outfit and get their nose broken. A real-life anti-crime vigilante (if any such thing exists) probably doesn't get their ideas and intents from reading too many comic books. If someone really wanted to patrol the city block and break up fights they could do that anyway in their normal clothing and be a lot less of a ridiculous spectacle.

Well, he should acquire more upper body strength, and practice fighting techniques. He should wear a mostly black suit, thicker, with a Kevlar vest underneath. He should probably stick to night time crimes, and learn to scout out a proper/easy exit in most situations.
If he beats up criminals before they get away with what ever illegal activity they are doing, leaves no evidence, and all the criminal has on him is a description of a black/dark costume-suit, then I think he could get away with it. Otherwise he is just seen as a crazed lunatic in tights.

Looks like he's failed his first attempt at doing anything, so I don't think anyone has to worry about going to jail because of this guy.
