The problem is that to get the full VR experience, you'll really need a game developed for that purpose. I don't think arcades could reel in enough profits to make those games profit, now that development costs are so many hundreds of times higher than they once were.

I can't think of any reason they'd need to sell their games exclusively to arcades. I'm sure once the rift comes out there will be plenty of people willing to play with a rift and hydra, but then you'd have arcades for the people who either can't afford that or want a better experience.
