How severe the throw was is kind of irrelevant. It was the fact she did it at all that is garnering such a reaction.

That is a tough call to make. You don't really know if she has done it before and the kid is in danger with her or if this is the first time and it was just a mistake.
Either way it needs a serious investigation. The kid's safety should be prioritized, and if that means taking it away then so be it.

You can't say she was only a bad mother 'for a moment'. If a mother is under a bit of stress, and maybe smacks their child when they do something wrong? Thats a bad mother 'for the moment'. If a mother is feeling unwell, and maybe neglects her child a little bit? Well thats also just 'for the moment'. If the mother is incapable of not screaming and cursing infront of her child, then throwing her child to a complete stranger so she can go beat down another woman, thats just a flat out bad mother. Women go through so many mental changes as they get into motherhood, and protecting their children is shifted to the top of their priorities. This mother cared so little for her child that she'd shove them towards a complete stranger so she can go beat someone up. I'm sure you're right in saying that it was one mistake, but people don't only make one mistake. She'll make many more mistakes, and judging on how she handled this one, its very clear that she can't be trusted with that child.
