And in this day and age words are used a lot differently than in the 1900s. You never heard tell of a man in the 40s saying "that's sick, dude".

Now granted he is from a small town and only recently moved to the big city. Judging from how he looks at black people I don't think he's ever seen too many before outside music vids and I feel like he's watching his mouth around black people in general. He is really into rap and hip hop. A lot of people see the difference between the slang "nigga" and the derogatory term "nigger." But alas not everyone. Some fellow human beings will take insult to it, some might not even care and some might not even treat it like one in the first place.

I don't see any situation where someone would need to use that word, but the context still matters to some degree. You can't judge a person entirely on one word they use in any given context.

By simply saying a word without intent (going one way or another or in any general direction) behind it leaves the word entirely neutral, what suddenly turns it into a black/white scenario is how someone else would respond to your using of said word. Whatever intent you put into the word also has a huge effect (or maybe none at all?) on the reaction of others. If you were in your room and said "ching chong chopsticks" or something silly like that, it would mean nothing. But if you went into China Town and said it to some random Asian, then they would most likely react to it in disgust. Was your intent to insult them or be racist? Possibly not. Did the person react positively? No, as their first reaction would be to think that you were insulting them for their ethnic background.

It's also been used a few times against people of other races but it was still a racist insult precisely because being black back then was synonymous with dirt. In situations where you'd use the N-word your appearance matters a lot so if you look white then for all intents and purposes you are white and therefore unjustified if you use it unless your black friends personally approve of it (but only in front of them!). Generally I like to think that the whiter and higher up a person is on the socioeconomic ladder then the less they should be allowed to use the N-word.
